This lack of Rep in areas such as the LLG may be because most people requesting invites in that forum are 10%, unable to give rep for a thoughtful post. Higher ranked members have no reason to go into threads, as they themselves have gotten all they need from the LLGs, and moved on.
I think that this problem can be solved by either:
a) iGiver being a part of Ranking up
b) Changing the rule back to when rep could be given after 5 posts
c) Have designated community members or some incentive to have higher ranked members hand out rep when they see fit in areas such as the LLGs.
If I may have seemed a little biased towards my current position (being in need of rep), please forgive me. This post is not simply a suggestion to benefit me, but the countless other members that have recently joined TI.
