The problem is that the proofs need to be quoted regardless imo. I have seen a proof which is incorrectly edited, the user advised and then a completely new proof put up. The problem was the old proof was a fake and so was the new one - the ratio had changed quite a bit, along with the style of editing. If the original hadn't been quoted it most likely would have been missed and that individual may have gotten through.
I'm not trying to start a flame war here, but there are two schools of thought and until this is clarfied by a mod/admin on what action to take it will continue to exsist.

Would it work out if the proof provided in the introduction was simply the proof of your torrent statistics. Basically in the introduction this community should not care where the individual is maintaining a positive ratio from, so long as your ratio is positive. I know it probably seems advantageous to have people prove their worth by providing ratios from reputable trackers, but is that necessary?
Instead, in the rules have guidelines where the individual is to upload a photo of their statistic (in my case uTorrent when I did my intro). Include that the individual must black out certain areas of the statistic (Total Download/Upload, trailing digits of ratio, etc..). This way they can provide evidence of understanding and compliance of the rules while no harm is done if they do it incorrectly. Make it specific that they have to black out certain areas where as certain areas MUST remain visible, sloppiness is not acceptable.
Since T-I has such a strict rule on no trading it isn't necessary that new users even utilize any private trackers does it? So long as they've been around bittorent and that they prove that they can maintain a positive ratio over x amount of time they've been using torrents. The statistic would also show a better representation of actual ratio. Maybe have the individual show the amount downloaded/uploaded and require a min of ~5-10GB of transfer? Just to be sure they are maintaining a ratio over a longer period of time.
If you want to take it a step further, then whoever reviews the intro, after it looks good can ask for a private PM of the ratio. If done correctly then rep that person in. If not, by that point it can be clarified through PM.
