I definitely can see the rational behind wanting to require some form of activity threshold - however, this threshold is very dependent on a number of factors - and there are plenty of good explanations as to why a user does not upload 5 gigs in the first 3 weeks (the biggest of which is that they can't due to caps or rates).
Some trackers lend themselves more to this than others - I definitely see this as being easy to hit at an HD Tracker, but much harder at a place like waffles - since the torrent size is so much smaller.
Which is why it is up to you to look into the user when giving an invite away. If they have 3 pages of iGiver that they received, and are only giving 3 proofs - that rings collector to me, and I ask for proofs from a number of random other trackers they have for verification of activity.
It is not our or the mods jobs to police how users choose to use their accounts once given an invite, as long as their actions do not make the inviter (or invitees) lose their accounts. Inactivity happens, and most trackers tend to prune the account to make room, but I have not seen trackers punish inviters for inactivity beyond the waste of that invite. If it becomes an issue for a particular account - definitely bring it to staff's attention; otherwise, I am in agreement with most of the rest of the people in this thread.
Also if there is a particular tracker that you invite people who generally are inactive, and are worried you will lose your account due to your invitees being inactive, then you may want to stop inviting people here to that site. Otherwise, I don;t think there can be, or should be, much else action taken.
