Add forum rules!

Hi! I'm very new to this site. I heard about this site from a forum www.moviex.info. This is probably the best torrent site with private tracker on the Earth.
Anyways. I believe that there are no forum rules. So, my suggestion is: Add forum rules, if you want it kept clean.

The Rules are sticked in each Section...

I want the moderator to create a rule tat no midget should create a thread......a midget who is new to this site cant say the rules with out knowing the site rules and other information properly......:)
