We would need a script that checks every connection from a newly registered user and performs a tor DNS lookup, to find out if it was a tor exit point. Tor is a widely used anonymizer so this method would catch a lot of them.
There's also another method.
Quoted that from my post in another thread.If you try to download from a tracker through a proxy you will always be listed as an "unconnectable" client because the tracker will be unable to check that you're capable of accepting incoming connections. I just know there is a back door entrance to this one if you eliminate the variable of actually being unconnectable (there are ways of fixing unconnectability by forwarding your router IP or adding an exception for utorrent) but I can't find it
The second method would require a base of a tracker and a team to check and fix unconnectability. I can't see any other way.
Anyway, both methods would require programming experience, something I can't help with because my knowledge ends here :P
