    The persistence is set by admins, so users don't choose it to be always on or not. I think the persistence setting is applied to all tips. With enough tips on the system, and probabilities set, they won't be seeing the same tip over and over and will see the more important ones more often. Again, they can always dismiss the tip.

    Will you put some kind of counter system for each tip?

    So that a tip doesn't show itself too much compared to the average number of appearances of a tip. (If tip 1 has been seen 5 times, and the average is 4 times, tip 1 won't have a chance to show as much as others tips, unless it is on the important tips' priority list)

    It's all based on probability. The higher the probability, the higher the chance it has of appearing. Think of it as a big list of tips being randomly selected from a hat. Each tip is written on a piece of paper so that there is one piece of paper for each tip. The probability is a weighted bonus given to a tip. So now think of the probability (1-10) as a simple multiplier. If a tip has a probability of 3, there will be 3 pieces of paper with that tip written on it in the hat. If it has a probability of 8, there will be 8 pieces of paper in the hat for that tip. Make sense?

    Quite.
    Basically, every tip will have an opportunity of being seen, with some being seen more than others and once the "hat" is empty, the counter resets.
    Taking notes here.

    If I understand correctly a tip will be put back in the hat after it has been taken out and shown. So (in theory) you could see a tip more than once in a row. But that would be very unlikely.
