A seedbox is always safe to use with a private tracker. A VPN is not necessary, but a plus if you really need to download/upload those files from your seedbox.

You could use it on a public tracker, but you expose your seedbox to the outside world. This simply means the authorities could join in the torrent download and list out those IPs torrenting. That's why it is not advisable to use it with public trackers. Nevertheless, it only affects your seedbox and shouldn't affect you. For instance the publisher might file a complain to your server hoster for copyright infringement. You might be suspended from using the server in future.

It's best to ask seedbox providers if you could use public trackers. I'm sure there are some out there who allows it.
