Hey local2, you need to place the file in the rtorrent user's home directory. e.g /home/local2/.rtorrent.rc

I don't run CentOS but in that other topic, there is a note in the first few paragraphs: NOTE : First exit out of root and switch/login with your "super user" and make sure u are in your "home/user" dir > "$ cd /home/user"

This means you need to install rtorrent, webui and so on as a different user (let's say user local2). That user needs the rtorrent.rc, access to the WebUI and so on.

CentOS, unless you're proficient on it, is not the best distro to start with. If you can or willing to spend time, switch to Debian or Ubuntu (server versions); much easier to install and much more recent documentation to be found.

I would not recommend CentOS to beginners, there is great chance you will fail in process of setting up rTorrent, for example to install rTorrent without troubles I would recommend you Debian based distro (Ubuntu 10.04 Server for example) and autodl installer from ruTorrent wiki, login to your SSH account (not the root) and run this code
    Code:
    cd
    wget --no-check-certificate -O autodl-setup http://sourceforge.net/projects/autodl-irssi/files/autodl-setup/download
    sudo sh autodl-setup

Follow installer instructions and you will have working rTorrent /ruTorrent in less than 15mins.
EDIT: don't know why CODE tag breaks long wget line, there should be 3 lines there
    1. cd
    2. wget ...
    3. sudo ...

Installer is supposed to work nicely yet contains a lot (!!!) of outdated versions of libraries in the script. Not saying that is a bad thing (because they all can be optimized to work together) but I prefer a more general script that uses half-manual installation so beginners (and more advanced users) not only see/understand what they are doing but also need to think about "is there an update for lib xxxxx" or what user am I logged in as and what do I do next.

So, what you telling me here is that i need to install it with a domain username (like domain owner) or is superuser something else?
ATM i am about to start a new clean installation of Ubuntu. Let you know how it goes.

Thank you for your time and help.

CentOS is difficult sometimes for even experienced users. You could do a reinstall with Ubuntu and use this guide I put up a few days ago.

Ubuntu Server w/ GUI, Permenant Auto Connecting SSH Tunnel, Fail2Ban, etc....

If not thats fine too. :) Just giving you another option.
