    So its been a year since i messed with my Seedbox setup where is the .rtorrent.rc file usually stored? I can't seem to locate it.

    It's normally, basically always, being able to find at home/your_username/.rtorrent.rc
    It's a hidden file which means you have to use the following command to make it viewable:
    ls -a

    So let me Make sure i'm clear on this... if i use the method above. I found my .sessions files and its saved in my home directory. if I copy my home directory over and set everything up the same way and point rtorrent to that my sessions file everything should change over flawlessly

    Where are the servers located? Where is the company's headquarter's located? Copyright enforcement is dependent on country.

    No it's not... You are liable as citizen of country X and it does not matter if the material you're sharing is at home or on Antarctica.

    That said, OVH is quite picky on DMCA-notices; they tend to shut down or seize your server first to investigate before they inform you about it.

    OVH complies with DMCAs? I've never had mine taken down hmmmm i assumed France didn't have DMCA laws so they OVH wasn't effected.
