It depends on a lot of factors

1 - where the datacenter is located
2 - which tracker you are seeding
3 - the other 7 users time and pattern of use
    4 - how u use your seedbox
5 - you are peering to europe, usa or asia
6 - new freeleech torrent of above 10 GB shoud give anything around 40 mbps

usually you would see very short bursts of about 70 mbps on a selective single hot new torrrent
it shoud still seed at above 20 mbps on any new torrents on an average

Well, i had a server with 100 mbit/s. Max download and upload i had 9mb/s.
With this one same, max i saw 9-10 mb/sec.

I mean with 1 Gbit/s should be higher, no?

    20,30 or 40mb/s?

    1 - France
    2 - IPT
    3 - have no idea
4 - just added 1 torrent to test it.
5 - i checked peers most of them are from laseweb and ovh.
    6 - was freeleech torrent +/- 25 GB

now 9-10 mbps is a bit low in that condition
still you have tested it on only one torrent ,its most likely the other users on your server must be using it heavily at that time

so here is how it should go
1 - new freeleech scc pack - should reach above 40 mbps
2 - IPT freeleeh torrents should go up above 15 mbps
3 - TL new big movies torrent should also seed at above 15 mbps
4 - GFT new big movie must seed above 40 mbps while downloading

also do make sure when seeding hot torrent stop all other torrents ,only concentrate on one hot torrent

if it remains below 10 mbps all the time ,you should open a support ticket with the provider
but first test it different trackers.
