You need to make sure that the VPN has some unblocked ports, or you will not be able to get incoming connections to your client.
If you get a good provider, you should not see any noticeable slowdown, unless your VPN server is located a long, long way from you. Also if you ISP traffic shapes, you may actually see increased speeds.

I don't get why people get a VPN from a special provider. First, the VPN services aren't that cheap and second then you haveto trust your VPN provider. VPN services provide a huge return for the provider, because they are extremely cheap and easy to set up, but cost usually between 10-15$.
I would recommend you buying a really cheap VPS and set up OpenVPN, because then you can also delete the logs by yourself. You know what's being logged and what not. It has another positive side effect, it's cheaper. Do you trust some random guy on the street who wants your money?
Even if you don't have much Linux knowledge you'll probably find a lot of tutorials about this matter on the internet.
I use a VPN which is about 3000 miles away from me and I don't have any slowdowns at all. (USA - Europe)

I signed up for an Astrill account a couple months ago and I have to admit I don't use it nearly as much as I like to.
I initially wanted a VPN to watch streaming content like Hulu and BBC outside US&UK, but the loading times were unbearable to the point of being unwatchable unless you had the video pre-loaded, in which case I'd rather just download the whole ******* video.
I had no problems streaming from other websites on the otherhand, so my only guess is that their servers were capping speeds of the VPN. Does anyone have an explaination?
Thankfully I don't have to be as paranoid of my internet habits as let's say when I was living in the UK.
Actually as I'm writing this I'm thinking that I should have spent the cash on a seedbox instead....

I have had a hidemyass.com subscription for almost a year.
Speeds are fantastic, and it utilises a high level of encryption. They supply a GUI for Windows and Mac, and a CLI for Linux (that I use).
Going with a provider is a lot more simple for most people than setting up their own VPN on a VPS.
If you do decide to purchase one from a provider, I would definitely recommend hidemyass. Alternatively, vpninja or VPNgeeks are good.
Just remember - VPN's are banned from T-I. So make sure you set this site on your exempt list.
