SFTP is okay. But FTPES is the absolute best way. SFTP is just ftp over ssh... FTPS/FTPES is over SSL. Which is the safest possible.

SSH is not as encrypted as SSL is.
That isn't true, they both use the same encryption. IMHO SSH makes more sense here because there is credential passing going on which is what SSH was designed for. SSL was designed for encrypting transactions, but not credentials.
In reality, it doesn't matter which you one, neither is better than the other for this purpose.
Both SSH + SSL are encrypted. SSH is a general purpose encryption standard. SSL was developed by Mozilla for secure webpages.
Arguably, SHH is the better implementation because credential authentication is mandatory and for the easier use of larger keys.
