Reasoning is simple: 2 users use more resources than 1, pretty much exactly the double, and all of sudden you might have "one account" consuming most up stream with rTorrent + multiple people downloading data from the server. Also you are most likely then to exceed your quota allowment, or even the burst limit (quota works with a slight delay afterall). And fixing accounts like that is a burden, people tend to complain first to us and then look their HDD usage.
We consider account sharing to be abuse therefore.
Also the IPs thing doesn't actually matter as most trackers use other than IP based authentication.
