Should be a fun topic--pick one and discuss what makes it great in your eyes.
I personally would say it is a close call between Arrested Development and The Wire. My pick is The Wire. I was a huge fan of Homicide: Life on the Streets (well, the first few seasons anyway before NBC began mucking around with the cast), and David Simon and crew raised their game to a whole other level with The Wire.
The Wire was great because it was really uncompromising in so many ways. None of the cast going in was particularly well known. There was rarely a clear divide between good and evil, and careful viewing was rewarded through payoffs down the line. A small example: Johnny Fifty, one of the dockworkers in Season 2 who has a minor storyline with Ziggy, shows up in Season 5 as a homeless man.
Each season examines one of the institutions in Baltimore. Season 1: Drug Trade, Season 2: Unions, Season 3: Politicians, Season 4: Education, Season 5: Press/Media. Aside from Season 5, which veers into the absurd and is widely seen as the weakest effort, the show is remarkably excellent from top to bottom. My favorite is Season 2--the dockworkers are a memorable bunch, and the crime that kicks off the season and runs the entire arc is quite interesting.
