In case of just a phone, I want it to make calls, receive messages, be of solid construction and look stylish and have a long battery life. That's where the greatness of Nokia 6310i lied (it had that password-protected wallet thing too).

In case of a smarphone, yeah, the more the better (in both hardware and software/system) and a physical QWERTY is a must.

Needs to look good, Have bluetooth, Decent enough Camera and have fairly good sound quality for music

3G, great and big LCD, good keyboard (or good touchscreen if its without keyboard), functions and design.

When buying a mobile phone I'm usually not interested in all this additional useless stuff new mobiles offer, I use mobile for calling people not for playing lousy games, listening to over compressed music , or taking photos with crappy camera, this things only make phone more expensive, so it really makes me mad to see that there is only ONE mobile phone in market where I live that offers only the elementary stuff without additional useless "features".

I just get the one that works, and doesn't do anything annoying.. no fancy stuff required.. but is nice to have in case i get bored, ect.
