That's right, with NiCad batteries if you didn't charge them fully the first time around you could lower the capacity of the battery and if you didn't let them discharge fully before recharging there was the dreaded memory effect. Lithium batteries are much better although apparently they still lose around 20% of their capacity per year, but it does depend on temperature. So you could put them in the freezer when not in use and the capacity would erode more slowly!!
