Registering on PayPal.com, you have to verify your account before you can start sending money. You can always receive money, but when I tried sending money after first creating my account, there was a "limit", and the sending limit at that time was 0, meaning I couldn't send any money.
Verification of a PayPal account includes adding a bank account, debit card, credit card, or something that could basically link the account back to you (a source of money).
If you register on PayPal.co.uk / PayPal.ca, you are able to start sending & receiving money immediately (within limitations of like 1500, but that doesn't matter). This is useful if you are trying to launder money...? Kinda, because then you can trash fake accounts, and send the money to your personal, kinda like clones on Habbo where you move around the furni quite alot before entrusting it to your main account.
Also, if you are trying to start an eCommerce business / buy & sell things online, you won't have to use your real details or anything, you can have fake accounts, receive & send money perfectly... You should probably just get a good fake address. If you are only dealing in intangible goods / online / virtual items, this is a good 'exploit' for you.
If this has worked forever, I apologize for posting it so late, and I'm not fully aware of any dangers of this process. I've just begun to use it myself, and I have yet to be limited.
Summary: By creating accounts on PayPal.ca / PayPal.co.uk, you can send up to like 1500$ immediately, without verification (adding a bank account / credit card). And if you need to send more, just scrap the account and create another one.
