Will PS read from a 1TB external drive formatted with NTFS. If not what format does the drive have to be in?

It suppose to format hdd to fat32, but I haven't tried it myself. It looks legit if psgroove putt it in their news section.
Also if your planning to run backups from your external hdd for your ps3 I would check PS Jailbreak Compatibility List - Home to see if your back-up is compatible on an external hdd.

you can always just plug it up to good old windows and right click computer-> manage -> disk management ->right click storage device -> format drive -> select your options.
