Problem solved, I figured out PeerBlock was causing the problem.
I've studied it up, and am trying to join the IRC channel to be interviewed but can't connect to their server. I have tried connecting to irc.what-network.net / irc.what.cd / s2.what-network.net and all fail with the error "No Route to Host." I can connect to every other IRC server I've tried besides this one. I'm running Windows XP Pro 64bit SP2 with mIRC 7.1. Windows firewall is on, but no antivirus software, wired Linksys router with a cable connection.
