I have yet another laptop issue this time and hopefully it's a simple one but anyway just got it for cheap off a friend and when I turn it on it has two accounts for two different users the one says admin the other says a regular user im guessing it's the guest account or maybe another admin but they are both password protected and need a way to change the password and also I think they disabled the mouse function because I tried to move the mouse around and it don't move only the arrow keys move back and forth from each user account if you need specs or make and model or whatever let me know and thanks in advance

What OS is the laptop using? Also, if you got the laptop off a friend, can't you ask him what the account password is?
