that's because you cant up/down with speeds higher then how much you payed for your internet
if you payed for 10mbts-1.5mbts bandwidth then your speeds will be about 1.2mb/s and 250kb/s max
only way to upload faster from your computer is by getting a bigger bandwidth from your internet provider

gotty: Go to 'Options' -> 'Preferences'
From there go to 'Bandwidth'. You can specific a maximum upload rate (as well as an alternate upload rate when not downloading - i.e. for seeding).
however, if your question was how can you upload above 250kb/s, then ovidiu21 is correct. It's a limitation of your ISP and/or subscription.

i'm really not sure what you want to do with your upload speed but if your talking about controlling it, one way is to go to your torrent client's options/preferences and set a cap on your upload speed. But if what you meant was going beyond your max allowable upload speed, then there is no other way but to subscribe to a better internet plan which, of course, means more expenses.
Do a speed Test and let us know your Up and down speed.
