I think a clear explanation why he doubles the account is very helpful.
You make a screen shot of him/her asking for that account, PM to a mod/admin or come in irc and it will be taken care. No need to enter in conflict with other users.
PS: make sure you get his/hers sig with account name that is requested. !!!

I guess I'll go for the flip side of the coin. The whole purpose of the Chopping Block is to identify spammers, scammers, cheaters and traders. I looked up your posting history and found the thread in question. The poster who applied listed IPT in his intro as an existing account. He provided an IPT proof. It is beyond question that he had/has an IPT account. So he is seeking another invite because his account got disabled, or to give to a friend or for some other (probably bad) reason. You can place your evidence on the CB in a dispassionate fashion and let the staff get to the bottom of it and mete out any punishments as they see fit. Although many members are apologetic when making CB posts, I see nothing to apologize about when you have evidence of a potential scammer scamming members at T-I.

For the safety of other people's accounts, i think you should put it on the chopping block because then it becomes public info. If you PM a staff , its still private info and can take some time to resolve, in the meantime, the scammer / duper can get more invites and put other people's accounts in jeapordy.
However, make sure you have solid evidence. If you are at all unsure, then PM staff instead.
