Do you have a good CD collection? The best way to build up a buffer is to upload anything and everything you have on CD that isn't on the site already. Rip and upload in FLAC first, as the files are larger and you'll get more upload that way. For the sake of the site itself, you should also have a V0 rip too (LAME presets)
Also, you can check out the what.cd/better.php. Download FLAC from there and transcode it to MP3 and other formats to upload.
Whatever you do download, seed for a looooong time. CD's aren't like 0day stuff, not everything is gonna get a ton of attention right away. Get what you like and seed it. When you're one of two or three seeds and someone else wants that CD, you'll get to upload a bit.
Take note to their ratio policy. You don't need to have a huge ratio to survive there. If you try to seed stuff back you should be fine.
Head to the library, see if they have some less popular (because if its popular, its going to be up there) CDs that you can rip (be sure to do it properly, according to the guides on What).
Classical is always a good bet, because there are many, many renditions of the same pieces, many of which are probably not on there.
As glasshandle said it is a little tricky to get some buffer going without the freeleech.
Im a decently new user to what.cd too and the same as you im having a hard time building buffer, not anything bad to keep ration but a buffer its so far no go.
It seems that if the CD you upload is not a 2010 one you dont really get any snatches on them. I uploeaded a couple album that i had that was'nt uploaded and also was'nt a 2010 releases and i still aftel about 1 week on the first uploads dont have a snatch, not the most famous once but i just wanted to get a little hint on what you looking at.
Then i also uploaded a couple albums with a 2010 release date, really uncommand bands (debut full lenght death/black metal variations from 2010), the first night about 3 of these. The was acouple snatches on all of them, i guess about 99% of them was from RSS feeds (irc feeds)
The album that i thought was gonna get the least amount of snatches got about 5 times as many snatches as the other 2, so it all made me relize that it depends on the tagging of the bands.
So basicly....
Upload albums from 2010, if you find them on another site make sure the quality is what it "sais" it is and fits What's requirements. Alot of feeds have a 2010 tag
Tag it properly. If it is a "mix" of black/brutal/technical metal or whatever, tag it properly. instead on only a metal tag or black metal tag, make sure to get all the diffrent genres that it fits in.
There is proberly alot more ideas and such but this is my observations after a week on the site.

yes Shein , the old albums had no leechers for me ....I guess that was the mistake I have done ........... I'll try some new 2010 albums ...

The best bet to find new CD's that isnt updated i think is to get into genre specific trackers. Like rock,indie,metal,trance or whatever to find the more unusual once.
But as i said. If you take something from another site make sure your 100% sure the release is what it sais it is. i mean if it is a V0 rip but in reality its actually a bad 128kbs rip.

but every time I want to upload something from waffles I find it already uploaded in What.cd ... it has a great content for sure.
last question:
what about uploading albums from 0day trackers which have a great pretime like TV or
gft .. is it any way good ?

Glasshandle and Shein are spot on with their suggestions and tips. However, my advice is that you consider taking the road less traveled. Meaning: most people who care about improving upload on w.cd are already pursuing these strategies. Not to say you shouldn't employ them; you should.
However, keep in mind that w.cd allows a greater range of content than simply albums/songs in various formats. You can also upload e-learning videos (they have to be related to music IIRC--like how to play the drums) and also applications (a much wider variety is acceptable--check w.cd's rules for the fine print). When I joined w.cd I scoured niche trackers (e.g., e-learning trackers) for content that was not already on the site and uploaded as much as I could. The majority of the uploads attracted at least one leecher within a week and I made PU in a very timely fashion. An added advantage to this approach is if you are smart in picking formats (DVD ISOs instead of DVDRips), you will be dealing in GBs, not MBs (thus getting more bang for your upload buck).

I fricking love this page, and its so easy to get uploads+upload credit using it.
After your first FLAC upload, post it in the thread in the forums. You'll get tons of users willing to download your upload in order to help you out.
Also, go crazy with the downloading. As long as you always seed what you download, you can download up to 20gb, and when you download a ton of stuff, you'll be seeding a ton of stuff within a few days, and you'll get upload credit easily. The only thing you have to make sure is that you're connectable.
