Your best bet is to go to an offshore host's dedicated server. Just go with any reputable one that you like best. Make sure to ask them if it's okay to host a torrent tracker, and remind them that you actually don't host the files on the server, etc.

    Overview

Some nice and shiny hosters for you to host your trackers with. This is not all of them, only the ones I found within the last hour or so. I personally will be taking a good look at PRQ for hosting overlord’s demo tracker with.

You should start with just a dedicated server and later on if u want to implement a VPN then go for it. Make sure your tracker will get the users u are expecting first and then use something like OpenVPN if u want. Out of all those providers above i would go with Leaseweb. Theres a couple of other well-known trackers that are hosted on Leaseweb and they are a pretty good provider as well, but remember nowhere is actually safe and u may need to look for a back up provider just in case.
