so i'm on a shared box but i have vnc access
i went to /root but unfortunately i didn't find the .rtorrent.rc file
i also did a search for it but returned nothing so shall i create it or wat ?
The config file is a hidden file set in the rtorrent users home dir. So if your normal user is running rtorrent then u would look in there $HOME dir and if your root user is running rtorrent then u would look in '/root'.
First, look in this dir '/home/user' and u should find it or just run this command in terminal > 'nano /home/user/.rtorrent.rc'. If there is no config file rtorrent will tell u when u start it and if its not there u can always create it. U more then likely already have it though unless u set up the server and didnt create it yourself.

Btw, generally speaking you should trust the settings made by provider. Atleast in our case we spent quite a bit of time researching, and put quite a bit of thought on the settings howto provide best overall performance, and settings relative to allocated resources etc.
Infact, we grew tired of people modifying .rtorrent.rc so we changed perms not to allow that, everytime a single user killed the performance completely on a server, it was due to "better" settings the user had made. Sometimes this resulted in that single user getting all server resources and others got laughable speeds, in all cases overall performance was worse.
Oh, and oddly enough, usually lower settings offer more speed than higher :)
