Wait, but what about DHT, why wouldn't you enable it? Doesn't it just give you hash-tables that allow you to connect to more peers?
DHT can cause your client to state stats inaccurately and some tracker such as TL, who can consider it to be cheating.

    Edit: This is TL Faq
What is DHT and Why must i turn it off

DHT must be disabled in your client, DHT can cause your stats to be recorded incorrectly and could be seen as cheating also disable PEX (peer exchange) Anyone using this will be banned for cheating the system. Check your snatchlist regularly to ensure stats are being recorded correctly, allow 30mins for the tracker to update your stats
    .

For the speeds yea it's my bad, I thought you were referring to OP.

That's exactly why you don't want to enable it on a private tracker. The whole idea behind the private tracker is that you are only connecting to peers that are on the tracker itself. If you open up DHT, you're also opening the possibility of letting undesirables connect to you. Plus, you won't receive upload credit on the tracker itself for uploads to peers you find via DHT. Most torrents you download from the private trackers should have DHT disabled already, but you should also disable it in your client because it's not going to help you at all.

As far as your upload "problem" goes, it's not actually a problem. Afaik, Comcast doesn't offer a package with 20mbps/8 mbps, which means your speed test just isn't accurate. what they do offer is what the advertising gurus have termed "powerboost", which basically just means that you can upload faster than your advertised speeds for brief periods of time, particularly at the beginning of an upload. It works wonders at fooling speed tests into thinking your connection is much faster than it really is. Your real upload speed, after you remove the 20 second "powerboost", is probably 2 mbps, which is Comcast's standard offer for most of their packages. This is right in line with your 200-300 kb/s uTorrent statistic.

don't forget that speedtests are taken with the closest server available and in real life actual seeders and leechers are scattered throughout different continents and countries. therefore your upload speed can drop drastically if the data has to travel thru multiple gateways/servers of the world

Alright, that makes sense. Sneaky little bastard Comcast is. Thanks

If you're not getting it consistently, check a couple of things (I did this for myself). First see if your utorrent port is fowarded, and that you are connectable. (I see you're a member of ptp, and they have a utility for that, i believe it's under the help tab) Second, make sure you have enough open connections. You can set this in utorrent preferences.

Also, in utorrent, check the book to enable encryption, in case your ISP is throttling torrents. Also check DHT and peer exchange to get more peers/seeds.

When you say you're paying for 3MBp/s, do you mean megabits or megabytes, becuase if its megabytes, you're getting ripped off big time (since I'm assuming the speedtest is completely accurate), if its 3 megabits then my guess is that the speedtest isn't accurate because somebody else was using the internet at the time, and downloading something so part of your bandwith was taken up. Try multiple speed tests on different servers at different times and post the result here.
I set uTorrent to randomise my ports on start up.
    My connections setting:

Right at this very moment. That same torrent in my first post is now reaching around 120kB/s

I'm with Sky and i get internet, tv and phone in one package, so technically i'm not paying but it says 3Mb (megabytes). I was, a while back being throttled so i rang up my ISP and they sorted it. While i was talking to them they did an internal speedtest and said i was getting just over 2000kb/s. They also told me i was almost out of their internet reach which is why i can't purchase a speed upgrade with them. I don't mind only being able to achieve 200kb/s as long as it is constant

    Sam

EDIT: It's pretty much always the same speedtest no matter when i do it

Why do you randomize ports on startup? Don't you have to forward them everytime that way?
