I couldnt find it anywhere in the stickies, but can new members that havent been repped in yet make GAs or apply for them? I ask because I saw one such GA in the low section.

Can non-repped ppl give/take GAs?

I couldnt find it anywhere in the stickies, but can new members that havent been repped in yet make GAs or apply for them? I ask because I saw one such GA in the low section.

But the member who can view/ post to invite forum, at least has been repped once, during introduction. Is this what you mean? Or you mean they must be repped twice?
Once in, I think its OK to directly give away invitations, if he has it.

he seems already got rep, u see he's @ 10%.
But somebody might infracted him as well, turned the stone into grey again.
This does not change the fact he had been repped inside.

princest.zelda is correct, someone most likely negative repped him/her removing the rep point he received from his introduction returning it to neutral. Infractions are different again and are handed out by mods for disciplinary offenses or general rule violations.
Even people who are in negative rep can apply for and make giveaways, it's just up to the op whether he gives them the invite. Personally, I don't give invites to people with neutral or negative rep.
Ah yeah you're right, I checked his intro but didnt check his progress bar :)
