Are newbies allowed to closed there Thread

I asked a new member to close his thread after his ga was finished. He told me he could not see Thread tools is this blocked from him?

Although, there's a good chance the "100 posts" was updated to the new Trusted section requirements.

Yeah. I just wondered about that (I want to put that into the FAQ) and got to conclusion that rules were updated and he probably needs to be 33%.
