-Download new and popular torrents. By new I mean less than 5-10 minutes old.
-Seed them for a long time
-Don't delete anything unless you run out of space.
This strategy works on most hard to seed trackers except What, where you would need to download all freeleech torrents on the tracker and seed them for a long time.

What tracker are you trying to buffer? High leech/seed ratio won't work with partial seeeders (many big packs have no leechers and a ton of partial seeders)

There are no simple or magic answers to this question. It's also a question that has been asked dozens, if not hundreds of times before - so a search would have provided you with a wealth of answers.
What is best varies greatly between trackers and on many other variables. Generally speaking, you want to be concentrate on the most popular torrents and it is crucial that you join very shortly after the torrent is first posted. Uploading unique content and free leech torrents are also worth consideration.
I'd suggest that you read some of the myriad posts on this subject to gain a basic understanding of how torrents work. Then you'll be better able to frame specific questions for your situation.
