You need to own the domain which you plan to create your server on.
Other Than that. you need you own dedicated server.

It's not exactly a simple task and you have to know about domains, servers and other things and, for somebody to help you on ALL that, you should provide a lot more info than just "how do I create my own IRC server?", like, do you have a server or are you doing it from home? As he ^ said there are 3 Questions to Ask yourself.
A) Do you own a domain which you want to use for your irc server
B) Do you own a dedicated server onto which to set the irc network onto
C) Do you have adequate knowledge in linux to setup the said server.

If you run under Windows, I recommend using ProvisionIRCd. It has much more features then UnrealIRCd. The only bad thing is, it cannot link yet :(
But other then that, I would always prefer ProvisionIRCd.
It's easy and fast to configure. The site is new and can be found at http://provisionircd.no-ip.org
You can also use that site to download it and report bugs. They also take feature requests. :D
