Tentative research via Google says that code might be an IMEI number which you'll find under the battery. Otherwise, check this: Nokia Secret Codes Maybe that reset code will close a deal (reset to default settings).

You didn't tell us the exact error message you got or what network/country you are talking about. Which is crucial information, so I can only guess at what is going on. You error could be as simple as a keypad lock code. But at a guess, your SIM card is locked to the original carrier or phone. So when you try to use it in the new phone it is blocked. And you need a PUK or PUK2 code to unblock it an allow use in the new phone.

These codes are provider dependent. So you will need to contact the provider (network) or a possibly a cell phone unlocking service to obtain the PUK code to unblock your SIM card.

I don't really understand, but are there two options?
    1) The phone is locked via the SIM card you put in -> PUK and PUK2 to unlock it. If you have lost these -> Get a new SIM card
    2) The phone is SIM locked and you try to use the SIM card of another provider -> See below what google brought up for me:

When you place a new or a existing SIM card from another phone provider into your mobile phone and it asks for a Security code then :-
This phone is locked to the original mobile phone provider. You need to contact this mobile provider to ask for the unlock code (security code) for this phone. You need to provide proof of ownership etc and the phone's unique IMEI number which is located inside the phone under the battery. They use this number to generate the unlock code for your phone.
They should provide you with instructions on how to enter this code into the phone.
Once you unlock the phone, then you can insert a new SIM card in this phone or sign up with another phone provider using this phone.
You could ring the phone provider and ask for the unlock security code because you are going overseas and wish to use your phone with a prepaid SIM card from another country. This maybe a free service.
The other way to get your phone unlock is to use a phone unlocking company on the Internet, they usually charge a couple of Dollars for their services. Use Google and search for "Security unlocking code” companies in your area.
You can also try these WEB site :-
Mobile Unlock Guide : Get unlocking instructions for your mobile phone
    www.unlock-free.com/nokia-master
The IMEI number is unique the each mobile phone.
The number is printed on the label under the battery.
You can also get the IMEI number by entering this on your phone
*#06# It will then display your IMEI number and you may also get a unique global serial number. Your IMEI number should be 15 digits.

nokia has an option "lock phone if/when SIM changed" and i think that that option was enabled by your brother.

i dont think if this would work but i would suggest that you remove the SIM from the phone and (if the phone is Symbian) switch it on in "offline mood". then go to the settings and look for and disable that setting i told you about at the beginning.

that would enable you to use the phone with your SIM.
however, i do not think that any googling about resetting the PIN code would be helpful. only messing with the software would erase that forgotten PIN.

but do try updating the firmware of the phone, may be that would help.
