If your ISP is traffic shaping then BT Guard or anything similer will not increase the speeds.
Traffic shaping is where your ISP slows down certain types of traffic in your case bittorrent in the hope of stopping you using it and also saving themselves money on bandwidth.
It also means that they know what your internet activities are because to slow the torrent traffic they must scan and identify (DPI) ALL your traffic coming in and out of your home connection.
You do have some options though
1 - A seedbox will allow you to download torrents to the seedbox and then you download via FTP (port 21/22) as FTP traffic wont be shaped
2 - A virtual private network (VPN) will mask all your traffic in and out preventing your ISP from identifying the type of traffic
3 - Find a better ISP that has no traffic shaping
I think this depends on how smart your ISP is. For some ISPs, just turning on peer traffic encryption and restricting your BT client to only connect to encrypted peers is enough to get around throttling. Others can be fooled if you use a VPN, especially if you connect to the VPN via an encrypted connection (like HTTPS). As far as I know, BTGuard is really just another VPN, so it might work (although maybe KPHServices knows something I don't about BTGuard).
Peerblock won't make any difference. All Peerblock does is prevent you from connecting to peers whose IP addresses fall into certain "blacklisted" ranges (typically IP ranges known to belong to malicious entities). Peerblock *may* keep you a little safer (I wouldn't count on it), but the BT connections you do make won't look any different to your ISP.

BT Guard is a VPN provider but i've known people who have used them and really don't rate them but i myself have never tried them.
Perhaps the poor reviews i've heard could be just user related issues like incompatible operating systems or maybe their ISP blocks encrypted traffic.

oh sorry i am facing with a different problem with my isp. i have a 8mbps line after i downloaded or uploaded 35GB they reduce my speed to 64kbps.Will having a VPN help me in this case
Nothing can stop you hiding the volume of traffic
Why not find a better ISP or threaten to leave unless they offer you a better package ? Even a slower connection without limits will allow you to download/upload more than you currently get.
yeah probably that's the best available option i have right now. but i face with another problem where when i change my isp my ip address will also get changed so will i need to inform all my trackers of this change?
i just checked with chdbits they said its alright has dynamic ip addresses changes every time
