Yup...there are many things that determine your upload speed:
1. Leechers - there has to be someone wanting/downloading the file
2. Other seeders - How many other people are seeding, if there are 20 seeders then not everyone will be able to upload to just 1 leecher
3. popularity of the torrent - same concept as no.1, you need people downloading the file
4. Size of file/Partial seeders - The bigger the file with more content (packs) then expect there to be partial seeders (people that only download bits of the torrent and then only upload)....they are shown as leechers as they have not completed the full download but they choose not to download more so you won't be able to upload to them.
5. Speed - both seeders and leechers speed have to be taken into consideration, if there is 1 leecher that can download at 100Mb and 20 other seeders that can only provide 20Mb then you will most likely deliver the other 80Mb (limited by your upload speed).....On the other hand if there are 20 seeders with upload speed of 100Mb each then that 1 leecher will probably only download from 1 or 2 seeders and not neccessarily you.
whenever you want to reach max upload speed of your seedbox,
always grab a fresh newly added torrent within seconds of upload with the seeder seeding from a seedbox
