When you add a .torrent file manually, when you have already download the files, you must select 'don't start download automatically' when loading the torrent, otherwise it will start downloading without checking if the files already exist.

Does it work with the method I described above?
The file structure is the same. Nothing with my computer changed, I just accidentally deleted the utorrent settings when uninstalling it. So when I installed utorrent again, I was welcomed by 0 torrents being seeded/downloaded.

I have no problem re-seeding because I cross seed.

I just wanted to try to use the utorrent migration feature to make it a little easier to to re-seed all my torrents across 11 different trackers.

    Nope.

I have an off-topic question. So far I've only added my Waffle torrents back, and I'm getting a lot more upload than I ever have for waffles. Even before this mishap, I had all my Waffle torrents given the highest bandwidth allocation. Still I didn't get that much upload.

I know it's "bad" for the torrent community, but I want utorrent to completely stop anything that is hogging my upload speed and upload for waffles if there is someone that is connecting to me. Is there anyway?

Yes, set the upload speed limit to 1kb/s and set all waffle torrents to unlimited upload speed.
This is the only way, unless you pause all other torrents beside the waffle torrents

But then I'll never upload for any other torrents?

I like this uTorrent portable | TorrentFreak

I don't have problems you just need to look that the name of the drive is the same as it was and that's it All the files, torrents that utorrents need are in one folder that i made up and i have it on the other drive where i never format...

also i use the old 2.2.1 uTorrent it's great i don't like the new utorrent...

I don't understand what you want to do.
Your upload speed can only go up to as much as you paid for.

I don't know exactly what the problem with seeding is on waffles, but I think it's all the seedboxes and the fact that all the torrents are relatively small. When that one leecher somehow gets to me, and will allow me to seed I want all my other torrents to throttle down to allow me to upload to waffles if some other torrent is sucking all of my upload.

I want to be able to seed for other trackers, but I want waffles to take full priority.

No other way other then making the bandwidth allocation high.
