LOL No offense, but that's just complete bullshit.
First off all: It's against scene rules to spread any release outside the scene, because they think that only those that work for it also deserve it. Everybody who is discovered leaking releases gets at least a scene ban. They absolutely hate P2P.
Scene groups try to be the exact opposite. The less known they are the less likely it is that the Feds are after them. What they do is federal crime.
The more popular they are, the more paranoid they have to be. The more a release gets spread the higher is the security risk for this particular release group.

It's not noob question at all.
You get a rip log and cue sheet when you rip your CD to FLAC, but because you already have the WAV file it's difficult.
I don't have Pedro's because I'm currently not interested in FLAC files and the content there isn't really my taste, but you should definitely contact their staff or check forums for such a case.

Don't Use USENET it's Paid.
My favourite source is the Russian tracker rutracker.org. It has an enormous selection and it's ridiculously easy to keep a good ratio there. Lots of 2011 releases of obscure Russian music as well to upload to What.cd that will get autograbbed by all those seedboxes ;).
Edit: FLAC releases at Rutracker have cue sheets and logs, although they are not following What.cd's regulations to get 100%. I'm not sure whether Pedro's would accept these, since I'm not a member there.

For one, the log files are in Russian (but at least I know that at What.cd, you can request to have your log rescored if it's in another language). And off the top of my head, the rips at rutracker are usually ripped as an image and not track wise with detection of gaps etc.
