That is because there are several areas here where posting will not increase your post count, like "Open Trackers", "Off-topic" or even "General Discussion".
It's possible that I'm missing some, but these are the only one that I can remember right now :)

I don't think it's an appropriate question. It isn't included in the rules where your posts get counted and where they don't, for a reason.
In order to gain ranks you also have to get rep points (5 for 33% and 20 for 55%) so the value of your posts is very important.
If you want to get a higher rank you should try to contribute to the community with, for example, writing a good tutorial, helping others in the help section or reporting posts that are against the rules. It's not just about hammering as many posts as possible, in the right sections, just to gain a rank.
Those posts will very likely get reported and deleted anyways.
