This doesn't directly answer your questions but rather I thought id quickly ask some questions around the situation.

You know that the seedbox means that your IP will be active constantly on all trackers so the anonymity of having a seedbox is then made void?
Also the other large reason for getting a seedbox is that you will not gain a faster download and upload speed and it may infact hinder your home internet connection depending on how busy it is?
ALSO depending on the amount of traffic and your ISP you may have issues with them or find that they just constantly throttle your internet connection to a lower speed due to bandwidth shaping.

Just making sure you have thought this through before setting it all up and finding the problems out afterwards!

Well linux is a better choice. But to answer your question, you can simply run utorrent as your client. There are myraid FTP servers, choose one that is well known (stable, secure) & supports SFTP, Filezilla is a simple one to use, but there are many, many suitable choices to be found.

Peer block is almost useless. It only blocks a fraction of the addresses you intend to target and that target changes often. And peer block usually blocks a lot of legitimate swarm connections as well. Since you are using private trackers, ensure that utorrent is setup to use forced encryption, no legacy connects, no dht and no peer exchange or peer discovery.

Security will be your main concern. Make sure that you have all of the security patches and updates in place.

edit: to add list of FTP servers
