first of all its a bad idea,
well for sharing family pics no one users private tracker or matter of fact torrent is not a medium of sharing personal files

though it says private tracker it doesnt mean it is personal tracker to you ,the files are as well as public ,any member of the tracker can download the file, nobody wants family pics in hands of strangers

    options u can use
1- rar all the pics in small sizes up to 500-700 mb each upload to any file hosting site.
password protect the rar files for security ,after uploading provide your family members with the links and the password so they can download
2-best would be just burn em on a DVD n send the DVD to relatives who want em

read this guide some of your doubts will be cleared http://en.wikipedia.org/wiki/BitTorrent_(protocol)
as far my knowledge is concerned you cant precisely control who can download your uploaded torrent it sort of becomes public,
and about resume capability there are lots of file hosting sites which provide resume capability eg- mediafire.com

I'm currently doing it with a friend of mine who's ratio needs help on BitMe. Depending on your client (not uTorrent) you can simply ban or kick peers. With uTorrent you have to create a file called ipfilter.dat. It's just a text file with peers you want to block. In uTorrent you just select your torrent and right click in the 'peers' tab and 'copy peer list.' Just paste that into the .dat file while leaving out your friends or families IP. You can just ask your friend for their IP or make an easy guess by right clicking in the 'peers tab' and 'resolve IPs'. Then just right click again and 'reload IP filter'. This way I only leech from my friend and he reaps all the upload instead of anyone else in the swarm.
