You can post proofs from whichever OS, however I'd suggest posting proofs from one OS when applying for a giveaway, if you post proofs from different OSes in the same giveaway it might raise suspicion. Also, the major worry with ratio proofs is whether they might be stolen, so if you can replicate them or provide profile links to whatever trackers you used for proof then you'll be fine.

You aren't doing anything improper if you generate proofs from two different computers. But it may look suspicious and raise red flags for some, who may wonder if your cheating or stealing proofs. If push comes to shove and someone took you to the chopping block, you could clear yourself by being able to replicate the proofs and explain that you have two computers.

But more pragmatically if your proofs appear suspicious, a lot of people offering invites won't inquire further. They'll simply offer the invite that you are hoping for to someone else instead. So it would be in your own interests to make an effort to choose one computer or the other and generate most of your proofs from that same computer to eliminate the appearance of impropriety.
