Windows 7 Ultimate and Business editions have msg.exe which may be what you're looking for.
That service was disabled by default by one of the Service Packs for XP if i remember and was never re-enabled by default. net send should still work so long as the other person enabled the service too. But for the most part no there is no equivalent on modern OS's. Just use regular chat programs.
There is no net send in Win Vista/7. And for that matter, the default setting for net send is disabled as of SP2.
