What software are you using to open the files? Make sure that that process has ended in your task manager and isn't still open.

Try using the MS Process Explorer to see if you can spot the process blocking your file.

The Process Explorer utility lists the files, registry keys, and other objects that open processes are using or the dynamic-link libraries (DLLs) that the processes loaded.

when you say you're going in safe mode, are you going from a warm boot or from full cold. I've found sometimes when things get stuck like that, it won't flush them with a warm boot, but shutting down completely (the legit way, not just holding power) and giving it a minute, then restarting may fix it. If not the process explorer is your best bet.

    1. open up a command window
    2. alt-ctrl-del and start task manager
    3. Kill explorer process
    4. delete the offending files from the command line
    5. restart explorer, just type 'explorer' in the command line

It is not dangerous at all. You can't find your computer icon because you killed explorer. To restart it you just need to type explorer into your command line window, and you will get your desktop back. Shutting down explorer, does not delete anything or alter your config in any way, it is a program like any other. The files are being locked by explorer, so you need to shut down explorer to delete them. I have had the same issue, and this is the quickest way I found to delete the files.

/Download and install Unlocker from Here
/Right click the file you want to delete and click "Unlocker"
/In the bottom left you will see a drop down box that currently says "No action"
    /Click it and say "Delete"
    /Click "OK"

    Alternatively

1.) Download and install Comodo System Cleaner from Here
2.) Open it up once it has installed and on the menu on the left, choose "Force Delete"
3.) Navigate to your file, check it and choose delete.
    4.) ????
    5.) PROFIT!

    And with Process Explorer

    Also

I find it's safer to never even visit sites like "oneclickwhateverthefuck" because they tend to be a scam and riddled with viruses. Stick with torrents from trustworthy sources and/or usenet. Again, trustworthy sources. Not DDL sites.
