Do you have access via ssh(putty or command line or shell), if so run this.
If no lines pop up then rtorrent needs to be started, if a line ending in rtorrent does pop up then there is probably a configuration error somewhere.ps -a | grep rtorrent
This means that rtorrent has crashed. Do you have SSH access to the server? If so you can restart it yourself by typing
screen -dmS rtor rtorrent
If its shared your provider might have a 'Restart rtorrent' button you can click through a web interface that will launch a script to basically do the same thing.

Did you try asking the support for your host to restart it?
For putty you didn't put http:// in front did you? example is to access one of my seedbox's rutorrent I would use "http://192.168.0.2"(no quotes), but for putty i only put "192.168.0.2"(no quotes). Check the email they sent you with account info maybe it tells you in there( do not post your username or password or IP/address here please.)

the URL link that i was given does not comprise of an IP address
instead its more like a normal website URl
something like s*******.****.co.cc/rutorrent
i put this link in putty but it doesn't work
you need to restart it by sshing into it with putty
1. get putty and log into your seedbox by the ip and with your password
2. type screen rtorrent, once rtorrent has started type ctrl +a ctrl +d and it should restart and detach putty

ok i did that,
but putty keeps saying access is denied when i enter the password
but the password is correct as i can access the webui just fine
If u dont have access to ur box which is normally case for shared boxes, then open a ticket in your client area and ask for any staff there to do it for u:)
I am somewhat new to managing servers myself, too, but this sounds to me like the SSH process isn't even booted at all. You could start it if you had some access even through some java based webinterface for the Terminal but I assume your provider manages everything for you so I guess Goldstone's advice would be best here. Explain to them your problem and that you tried ssh-ing your way in to troubleshoot the client but you weren't able to connect.
