Are you using dedicated GPU?
run a dxdiag ( Start -- run dxdiag -- click on the Run 64-bit DxDiag tab/ button *at the bottom of the screen -- with or without saving all information ) and see if your video card gets some of that missing GB.
or check out this link and see if it's any help. From what i've read so far this issue is well known for 64-bit procs

i think it has to do with motherboard and/ or BIOS stuff. ( memory remapping feature )
my motherboard is Asrock g31m-s. It does not have any BIOS updates.... and I don't know how to see if my GPU takes from my RAM. I am not so good in hardware.

Later Edit : i think i've found something. Try this :
Start - type Msconfig - then RIGHT CLICK ON MSCONFIG TAB/ APPLICATION --- select Run as Administrator --- it opens up the Configuration Utility --- and search for a setting for Max Memory --- MAKE SURE IT'S UNCHECKED/ BLANK -- HIT OK AND REBOOT

i'm glad you've found there what you were looking for. But can you do a little thing for me, and try the second solution? The one with the Msconfig thingy?
run > msconfig > boot > advanced options > max memory (unchecked should be)
