    I assume it's because they can't just generate a new password for him, because they don't know if it is him. If they locked the real user out, then the real user wouldn't be too happy, so I'm guessing they'll just not reactivate it so nobody wins :(

    Yeah, they specifically state in their FAQ that if your account is compromised, it will be locked and you are barred from obtaining a new one. So make sure your password is airtight there!
