Are you sure he ignored your PM or did he simply not login since he received the invite? PM me his profile link and what not. I'll look into it.

same question i have, i sent invites to a member of T-I but they didn't give iGiver to me.

It's a good idea to check off the receipt box so you know he read your PM. If he logged in and still haven't sent you an iGiver then report the post he received the invite from. iGivers are mandatory so everyone should be creating these feedbacks after receiving an invitation.
Negative feedback should not be given for T-I related issues; it's strictly for tracker related issues (e.g., banned invitee). Secondly, the chopping block is meant for more serious issues (e.g., scammers, traders, dupe accounts).

same happen to me i give one invite to one user
he use the invite but didnot give an igiver.
