I think cartoon chaos would be your best shot at getting old cartoons. Its a tracker that does nothing but specialize in what your looking for. They have all kinds of old cartoons and kid show's and probably one of the largest selections for this genre.

You could try Freshon.tv (tvt.ro).There are many old shows there.I'm looking myself for a french show called "pif et hercule" -ran on tv in '89- and freshon is the only place i found a few episodes packed together.I can say that there are some cartoon collector there and they seed old shows.
