I see a lot of similar themes created by one person in all these sections of the forum. Looks like spam or its normally and allowed?
Its is allowed to have duplicate invites in the different sections of the forum. Also you'll notice most of the time there are slight differences in the requirements in the different sections. It allows inviters to set their requirements based on the expected applicants. For example my requirements in 10% would be much higher than in 55% for the same invite because 10% members are much newer and a lot riskier to give invites to imo.
The reason behind this, to my knowledge, is also that some people don't check 10%, because they have access to the higher ones and figure it has nothing they need. I'm a fan of putting most of my invites in 10% and 33% (tbh 55% probably wouldn't want them :P)
So i'll make sure more people see it, and I also link the two threads with a sentence at the end letting them know it's also been posted in the other. I don't see anything wrong with getting your invites out there for more people to see, and as TG said the amount of times you can bump an invite thread is so miniscule that' realistically you can't really get a large amount of posts out of it in a short period of time. That kind of cancels out that spam idea. It's a safe assumption that most do it for similar reasons to my own or drauka's explanation, not that they're post hungry enough to snag that 1 extra post every 2 days.

I was going to suggest this myself and was looking through old requests to see if it had been suggested before rather than starting a new topic. I wonder if the mods would be willing to look again at this suggestion as I believe the situation has changed somewhat since it was first put forward.
Since many users are now separating each tracker giveaway into it's own thread and threads can now be bumped every 24 hours, some users members are probably bumping 40-50 threads a day which both makes a mockery of post counts and makes the forums less convenient to browse. I can understand the reasoning that it makes sense to have different acceptance requirements for members of different levels, but couldn't this simply be explained in the giveaway thread at the lowest level at which it is being offered? Then the 33% and 55% forums would only be occupied by the invites commensurate with that level.

I can see where you are coming from. Every now and again when i hit what's new all i see is a full page of bumps from the same person. The thing is, it is necessary for these to be bumped because the new users seem to dislike using the search button. From a personal point of view, i have one big giveaway and i have all my invites on it. I will bump it but as it is only one post it is hardly noticed. I have only noticed it a few times though and it is more a case of the person doing the giveaway should really be making different requirements. In these cases i can see where it would be annoying but hey we will get over it. Many users will be happy to have one giveaway thread and look after and maintain that and others will be happy to have 40 threads or whatever. Really its up to the person doing the giveaways how much work they want to leave themselves. Sometimes its easier for peeps to have all trackers in separate threads. And who can complain really if they are good enough to share there invites and bonus?

If the thread is identical in each of the sub-forums then essentially, to my mind, the extra threads are just spam.
