You can't target fat loss for only your belly. Just lose the fat however you can and you'll see results in your belly. If you mean "what's the best fat burning exercise" then it's weight training using full body workouts 3 times a week. The more muscle you pack on the more calories you'll burn and when you're growing you're even burning calories at rest. If you're really up to it, round that off with High-intensity interval training twice a week. I recommend sprints. Jog for two minutes, then sprint like you're in Africa and a lion is chasing you for 30 seconds, then jog or walk for two minutes and repeat. Do that for 15 more minutes and you're done. That'll really fire up your metabolism!
Eating is just as important as training for this. 5 small meals a day of clean food. Never miss breakfast! Your body needs a large breakfast. If you miss it you start the day off in storage mode which means your body is storing calories not burning them. If your going to go for a run do it in the morning as well its better to be anabolic all day than catabolic.
No such thing as spot reduction. Reduce over all body fat, and your belly fat will get smaller as well (depending on genetics, which body leans out first etc.)
And also, abs are made in the kitchen. ;)

Here's formula.
Do a Google search for calories calculator and calculate your calorie intake for you weight, age etc., then eat 10% less.
Eat well - only slow food - 6 to 7 small meals per day (additional products - only low fat or non fat).
Sleep well, at least 8 hours per day (deep sleep). Good sleep burns calories.
Do cardio, for instance, running, or strenght training, or both once per week (once per week - advanced level; noobs can do it everyday because they are physically weak).
Don't drink, smoke, use anything which might influence your body negatively.

Like what? Weight lifting kickstarts your metabolic rate in the short and long term. It permanently fires up your metabolism and builds lean muscle mass. More muscles = more calories burned. Fat loss should be the one and only measuring stick.
Well, OP isn't very clear but he does mention swimming and asks us what we think. I don't think he was asking for advice on nutrition.
I didn't say weight lifting was without virtue.
The act of weight lifting itself though just does not burn calories at the same rate as running or even light swimming. source
