most likely a combination of your internet speeds and your video card.
Mostly has to do with your internet connection on YouTube, their 1080p videos are rendered to tiny files (outweighing your CPU problems). Your video card has a big part as well. Now, as for 1080p files in a PC... They will eat your CPU to nothing (depending if you have i7 or not). Do some tests for yourself; such as:
When you watch a 1080p video on YouTube go to the command prompt and see how much CPU you are using, then do the same for 720p.
Then do the same test when watching 1080p videos on your PC. (Keep in mind most 1080p videos you DL are not FULL 1080p, unless you DL a 20GB file to have the least uncompressed video/audio. - If you are downloading huge files like that, tone it down to a 12GB file, and do the test again).
btw I think 1080p streaming is pretty useless : Either the bitrate is too high for streaming on a home connection, or it's too low to take advantage of the higher resolution and you end up with worse picture quality than 720p :-/
Anyway, you can either upgrade your CPU or get a video card that supports DXVA, both will enable you to play 1080p content flawlessly.
It has nothing to do with his internet connection, didn't you notice he said he hits 1.5 mB/s download ? I used to be able to watch 1080p videos on youtube with just 600 kB/s download bandwidth.
ovidiu21 what you need is a new computer mate, both cpu, ram and videocard play a big role in hd video playback. You wouldn't be able to just accommodate yourself with only one new unit since they are all needed for it.
