Hm, would you be willing to build it yourself? This would save you a lot of money, and it's really not that hard. Anyway a couple of those "select your parts" things, if you trust it, you can try ebay. Shipping from this may cause a problem. I've done this twice and they both arrived fine. (If you go this route, I'd suggest asking them to leave out the RAM and GPU, as these can bounce and snap off rather easily.)

As for those "custom" sites. These are a few I've never used but I have heard of people who used and were satisfied.

    hxxp://www.ibuypower.com/
    hxxp://www.cyberpowerpc.com/

If you choose to go the build it yourself route, I'd suggest using Newegg or TigerDirect. (or a mixture of both). Since you want HD playback I'd go with a quad-core, The AMD Phenom II's are great budget CPU's and perform very well for what they are worth. Intel will cost you much more but you do get that extra performance.

Please look around the forums before posting topics such as this which relate to computing in the appropriate section. This thread should have been created in Tiddle-Taddle > Computers. I do however understand how it could have been posted here mistakenly since "Tiddle-Taddle" is not all that clear. Thread moved to Computers, maybe Tiddle-Taddle ought to be renamed to something like "Chit-Chat" with a clearer description or just re-expanded to the way it was before.
